It is a
social consensus program of all the actors involved in education at
different levels. Some important agreements are sanitary education for
children; innovations to improve elementary education; educational communication
strategies through the "Caravans for Life" (Circus without a tent, with
community artists, which educates and entertains at the same time).
Other examples might be mentioned of elementary education quality improvement,
namely: school preparation methodology for boys and girls without pre-school
education; formation of quality demonstration centers for horizontal
training of male and female teachers; shared management for the implementation
of educational policies with the participation of both governmental
and non-governmental organisms; international cooperation agencies and
international organisations.

The program
is carried out with the inter-sectors coordination at a local level
between the institutions in charge of drinkable water supply, health,
nutrition, initial and elementary education, through the formation of
inter-institutional Committees. INTERNATIONAL PLAN Ecuador actively
participates in all actions through its respective programs. Besides,
it has initiated an in-room citizen's education process by means of
carrying out active participation processes (innovative pedagogical
processes, students' governments, values awareness, strengthening the
creation of school regulations, etc.).

The
hard economic crisis of Ecuador makes the living conditions of boys,
girls, youths and women more and more difficult. Discrimination, violence,
ill-treatment, children's mortality and the lack of good quality education
show the critical situation of inequity and social injustice. That is
why the Ecuadorian society has started becoming aware and establishing
strategies, which allow, in the mean and long terms, to overcome the
inequalities in a rights-based situation.
