Prof. Ahmed Gamal El-Din Moussa was confirmed as the Egyptian minister of Education in July 2004. He has served as President of Mansoura University (2003:2004), Vice-President of Mansoura University for Education and Students Affairs (2001:2003). Prof. Ahmed Gamal El-Din Moussa has obtained his Doctorat d’Etat in law from l’Université de Clermont Ferrand, France, in 1984. He has made the I.E.M in Harvard University, U.S.A, in 2003. He has the Excellence Medal from the Egyptian President in 1996, the State Prize on Environment Studies for the year 1992, the State encouraging Prize on Economic and Financial Sciences for the year 1991.

Egyptian Strategies for Achieving Quality Education

Egypt considers education to be a major pillar of national security and to be crucial in securing its role in the global economy. Therefore the Ministry of Education sees the alignment of the Egyptian education system to the demands of a knowledge based society as a national priority. In order to seize the opportunities and mitigate the drawbacks that come with an increasingly globalize world, it is seen as crucial to instill flexibility and creativity in society and to encourage the sharing of information and building of international partnerships.

Conducive to this process, is a culture of democratization of society with special attention to accountability, transparency and sustainability as the basic principals underpinning it.
This implies that a right-based approach must be put at the heart of inclusive policies towards vulnerable groups such as children, girls, women, the marginalized and derived.

The vision of quality education in Egypt is a result of more than a decade of reflection, dialogue and piloting. It is informed by the numerous national and international initiatives that have tested the ground for a comprehensive paradigm shift in education. It is moreover based on a number of fundamental rights based principles, which ultimately commit the education sector to achieve "excellence for all" in learning, as a basic human right.

This vision stems form the clear understanding that achieving excellence for all is part of a comprehensive integrated and complementary approach towards sector reform. An approach which underlines the importance of creating knowledge based society/cutler, social justice, good governance and citizens who are able to lead the way towards a productive, democratic and enlightened Egypt.

In more specific educational terms our vision stresses a package approach to sector wide reform and total quality, which spans five key domains as reflected in our national standards.

The vision that has been set up stresses improvement towards Effective schools which ensure that every child is able to reach excellence and that interaction between all the components of learning in schools is effective, emphasizes team work, places the pupil at the center of learning, and creates a community of learners. In our vision the Teacher must reach a level of professionalism and expertise as an educational leader , a planner, a reflective thinker, and an agent of change .The curricula must be activity based and relevant aiming at creating knowledge based society. The concept of Decentralization and Community Participation is a cornerstone of this new vision and ensures all the standards are met within a participatory democratic system of education.

Finally our vision links all the above components together through Educational Management excellence which stresses transparency, Knowledge Sharing, accountability, delegation of authority and responsible leadership.
