In the year 2000 at the World Education Forum in Dakar, the international community adopted the Dakar Framework for Action, which includes six goals regarding the achievement of Education for All (EFA).

The UNESCO Global Monitoring Report on EFA (GMR) tracks the world’s progress towards these goals. Each volume places a particular focus on one goal or important issues related to Education for All.

Since 2002, the IBE has contributed to the GMR through commissioned thematic studies using the data made available by the Resource Bank and the Observatory of Educational Trends.

These studies and trends analyses based on official information on education systems worldwide are carried out in collaboration with international researchers and specialists and in close cooperation with the EFA GMR team in Paris.
