(UNESCO IBE)-Second E-Forum on the Approaches by Competencies
The International Bureau of Education organized the Second E-Forum on the Approaches by Competencies, which lasted for three weeks from November 20 to December 8, 2006.
The objective was to provide a plural, open and constructive space for the inter-regional sharing of experiences of curriculum change and development based on the approaches by competencies.
The E-Forum was open to all Community of Practice members; and was based on the discussion of a document Revisiting the Concept of Competence as an Organizing Principle for Programs of Study: From Comeptence to Competent Action. (original in Fr, versions in Ch, Eng and Sp) elaborated by the Canadian Institution ORE (Philippe Jonnaert and team). The E-Forum was animated through a series of questions raised by Philippe Jonnaert.

The objective of this forum was to provide a plural and open space for the inter-regional sharing of experiences of curriculum change and development based on competencies.
- "For developing countries is the approach by competencies a promising reality or an unreal utopia?" An IBE E-forum, 14 November -7th December 2005.
- Two ideas for the approach by competencies, Eng, Fr, Sp. The two approaches can be illustrated by considering the question: "for which teachers" and "for which students" is curriculum for?
This document was elaborated by the BIEF Belgium Institute upon request of the International Bureau of Education (IBE/UNESCO), in order to feed discussion in the e-forum around the principal question: "is the approach by competencies a promising reality for developing countries or an unreal utopia?"
