Towards Inclusion: Implementing Inclusive Policies for Assessing Achievements towards EFA
(Phnom Penh, 16-18 January)
This Asian regional workshop took place in Phnom Penh, Cambodia and focused on Inclusive Education.
Some 75 participants from 16 countries were expected, along with policymakers and international agencies.

Capacity Building in Inclusive Education in Montenegro
(Tivat, 21-23 November 2007)
A training workshop on Inclusive Education for professionals working in secondary schools will take place in Montenegro.
In line with the education reform process in Montenegro and the principle of providing equal access to education for all citizens in Montenegro, this training workshop aims to enhance the capacity development of all pedagogues and psychologists working in secondary schools in Montenegro. The training will further raise awareness and the acquisition of the basic skills necessary for developing a broadened concept of inclusive education in terms of visions and practices. An international expert in special needs and Inclusive Education will facilitate the training.

International Workshop on Inclusive Education

The Regional Workshop on Inclusive Education – East Asia will be held in Hanghzou, China, from the 3rd to the 5th of November 2007. This international workshop is the sixth regional preparatory activity for the 48th session of the International Conference on Education (November 2008, Geneva).

Commonwealth of Independent Sates, third workshop on Curriculum Development
(Minsk, Belarus, October 29-31, 2007)
The Third Workshop of the CIS (Commonwealth of Independent Sates) Community of Practice in Curriculum Development entitled “Inclusive Education: The Way of the Future” will be held in Minsk. It is a preparatory activity of the 48th session of the International Conference on Education (ICE).
The workshop will discuss a series of questions around inclusive education within a group of policy makers, educators and curriculum specialists from CIS countries as well as representatives from UNESCO Offices, Latvia and Finland. Participants will develop, present and discuss country reports on inclusive education, as well as identify good practices, and shared visions and challenges. They will clarify, prioritize and provide regional inputs to the formation of a regional roadmap on inclusive education.

Curriculum orientations and competency-based approaches
(Panama City, 25-26 October 2007)
A national workshop entitled “Curriculum orientations and competency-based approaches” will take place in Panama.
The main objective is to facilitate policy and technical dialogue on the challenges faced by Panama in designing a new competency-based curriculum for Secondary Education. Policy makers, educators, curriculum specialists, ministerial staff from the National Division of Curriculum and Educational Technologies, and representatives from the teachers’ union will attend the workshop.

Design and Evaluation of Competencies in Secondary Education
(Guatemala City, 22-24 October 2007)
A national workshop on “Design and evaluation of competencies in Secondary Education” will take place in Guatemala.
The main objective is to provide orientation for secondary school teachers designing competency-based learning situations as a tool for developing the new curriculum for grades 7 to 9. Teachers for various disciplines: Math, Communication and Language, Natural Sciences, Social Science and Citizenship Education, and Productivity and Development; will attend the workshop.
The Technical Vice Minister of Education, Ms. Floridalma Meza Palma, is expected to inaugurate the event.

Competency-Based Curriculum Design and Evaluation
San Jose, Costa Rica, 17-19 October 2007.
The 5th Meeting of the Central American Community of Practice in Curriculum Development – Regional Workshop entitled “competency-based curriculum design and evaluation” will take place in San Jose, Costa Rica.
Its main objective is to contribute to the construction of capacities of educators and curriculum specialists from the Ministries of Belize, El Salvador, Honduras, Costa Rica, Guatemala, Nicaragua and Panama, as well as from universities and sectors of the civil society, on principles and orientations of curriculum design in Basic and Youth Education as well as competency-based curriculum design and evaluation (pedagogy of integration).

Workshop on “Basic Education in Africa” with a session on Inclusive Education
(Kigali, Rwanda, 25-28 September 2007)
This workshop addressed tendencies, advances and challenges in the expansion of Basic Education in Africa.
A session on Inclusive Education is was included in the seminar as part of the regional preparatory activities of the 48th session of the International Conference on Education (ICE 2008). Policy makers, educators and curriculum specialists from 15 sub-Saharan countries discussed different aspects of Inclusive Education from an international and regional perspective and develop a regional roadmap for action in order to advance in prevision of the ICE 2008.

This workshop will be hosted by the IBE regional Community of Practice focal point at the Gulf Arab States Educational Research Center (GASERC), Kuwait. It is one of the regional preparatory activities of the 48th session of the International Conference on Education (ICE 2008). Policy makers, educators and curriculum specialists from Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, Yemen, United Arab Emirates and Finland will discuss different aspects of Inclusive Education from a national and regional perspective and develop a regional roadmap for action.

Regional Seminar on “Priority Issues for Quality Education for All in Eastern and Western Sub-Saharan Africa”
(Nairobi, Kenya, 23 - 27 July 2007)
This Regional Seminar is focused on three priorities regarding EFA and curriculum: Curriculum innovation and poverty alleviation; HIV and AIDS education; and Inclusive education. Six countries from Eastern and Western Sub-Saharan Africa took part in this regional seminar: Ethiopia, Ghana, Kenya, Nigeria, Uganda and Tanzania.

Competency-based curriculum design, Costa Rica
(25-28 June 2007)
Within the cooperation agreement signed in November 2006 between the Education and Cultural Council of Central America (CECC) and the International Bureau of Education (IBE/UNESCO), the 4th Meeting of the Central American Community of Practice in Curriculum Development – Regional Workshop entitled “competency-based curriculum design” took place. IBE-UNESCO and Chinese Ministry of Education to hold an Exchange on Curriculum Reform
The China-Europe Exchange on Curriculum Reform, co-organized by IBE and the Chinese Ministry of Education, will be held on May 29 and 30, 2007 at IBE in Geneva. This is a significant event for IBE to promote inter-regional exchange and global conversation on curriculum issues in the framework of the Community of Practice for Curriculum Development. For China, this is the first major international activity after 6 years of extensive curriculum reform started in 2001.

Supporting the process of curricular reform in Guatemala
In coordination with UNESCO Office in Guatemala, IBE has collaborated since 2005 with the Ministry of Education of Guatemala on supporting the process of curricular reform. Two workshops were held in Guatemala City (March 5-9 2007) on:
- Revision of the new curriculum for grades 7 to 9 (Basic Cycle of Secondary Education) with curriculum specialists from the different disciplines and areas of knowledge
- Training of teachers who are part of a pilot experience of applying the Pedagogy of Integration (competency-based approach) in a sample of primary schools.

Central American Community of Practice in Curriculum Development - “Approach by competencies and the elaboration of a curriculum resource pack”
(7-11 August 2006 – Guatemala City – Guatemala)
This regional seminar is the second one of the Community of Practice in the Central America Region. The seminar’s objectives are to work on the evaluation tools by competencies (theoretical and methodological foundations), set up the structure and the basic content of the first module of the curriculum resource pack centered on the analysis of the processes of curriculum change in the Central American countries and produce a series of documents about evaluation situations based on the approach by competencies.

"The Challenges of Basic Education in the Andean countries and the Education for All"
(26-27 June 2006 - Peru - Lima) This regional seminar is the start-up activity of the Community of Practice (COP) in the Andean region of South America. The seminar’s goals are to share the vision of the COP and its significance so as to foster a comprehensive approach towards curriculum that encompasses processes and results as well as contribute to a comparative country analysis on the concept, scope and content of Basic Education in the Andean region.

Seminar-Workshop Managing Curriculum Change
(7–10 June 2006 - Quezon City - Philippines) The need to revise and update existing educational curricula to respond to profound, multifaceted changes occurring in the world is widely recognized. UNESCO's International Bureau of Education (IBE) and the UNESCO Asia-Pacific Regional Bureau for Education in Bangkok have pioneered the development of a framework and guide for managing curriculum changes in enhancing educational quality and relevance. Their work is contained in a Resource Pack for "Leading and Facilitating Curriculum Change".

Creating a Community of Practice for the Gulf Arab Region
The Community of Practice (COP) in Curriculum Development for the Gulf Arab region has been set up. It is located in the Gulf Arab States Educational Research Centre (GASERC, Bahrain) and coordinated by Mr Ali Bubshait (educational consultant at GASERC). Its main activities are focused on disseminating the ideas of the community throughout the region, as well as to establish an agenda of curriculum issues to be developed.
Within this framework, a start-up seminar of the COP was held in Kuwait (27-28 May 2006). Its objectives were:
The set up of the COP in the region, including the institutional framework and the role of the Focal Point, mainly related to its duties, activities and relationships with international, regional and local networks.
The identification of Capacity Building activities that can be regionally carried out for years 2006 and 2007 and
The creation of a data base on curriculum innovations.
High-level educators and curriculum specialists from Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and United Arab Emirates as well as from GASERC attended the seminar.

Curriculum Developments in Latin America: Policy Priorities and Challenges
(20-22 April 2006 – Buenos Aires – Argentina)
This regional seminar, is the start-up activity of the Community of Practice in the southern cone of Latin America. It is jointly organized by the School of Education of the University of San Andres and the International Bureau of Education (IBE/UNESCO). The seminar’s goal is to share visions, proposals, experiences and practices on the current state of the Basic Education in the region. An additional goal is to define an agenda of curriculum issues and concerns to be fostered through the coordination of Silvina Gvirtz, Dean of the School of Education.
The seminar is an occasion to further discuss policy options on curriculum development and enhance of Basic Education in Latin America within the Education for All (EFA)goals. The curricular experiences of 6 countries (Argentina, Brazil, Bolivia, Chile, Paraguay and Uruguay) will be discussed.

"Workshop in Almaty City"
From the 27 to the 30 March 2006 a dissemination workshop focused on the Asia-Pacific resource pack and its potential usages for supporting curriculum change in the CIS region (Commonwealth of Independent States) is going to be held in Almaty City (Kazakhstan) jointly organized by the Ministry of Education and Sciences of Republic Kazakhstan, Educational and Health Center "Bobek", the CIS Focal Point localized at the National Institute of Education (Ministry of Education of Belarus) and the IBE. Ms. Lucille Gregorio coordinated the workshop.
