Prospects is UNESCO’s quarterly review of comparative education. This issue aims to present and analyze the success of existing aid policies. In terms of scaling up aid to education; this installment examines the question of whether absorptive capacity is a constraint. An additional question addressed is, why aid effectiveness matters? This edition of Prospects also concentrates on how catalyzing country ownership has improved aid efficiency. Finally, there are articles that look at aid effectiveness in education in Malawi and Cambodia.
