The Basic Education in Africa Programme (BEAP): a policy paper responding to demands for access, quality, relevance and equity. Published by UNESCO-IBE, BREDA and GTZ, 2009. The BEAP is a UNESCO-backed African programme that seeks to support a holistic and comprehensive reform of basic education in the spirit of EFA. It provides a framework for curriculum renewal linked to a variety of complementary initiatives, which together may assist towards improving quality, relevance and equity in education. By so doing it helps to increase the responsiveness of education to the expectations and needs of learner and society, and thus contributes significantly to achieving the goals of EFA and of national development.

 

This Policy Document describes BEAP’s origin, objectives, philosophical foundations, and working modalities. The Programme provides a framework for curriculum renewal and takes into account other important dimensions such as teacher education, whole school development, systemic change as well as linkages with sectors other than education.
