In an ideal situation, national educational policies will be based on the principles of consultation and transparency. Studies will be conducted by independent and competent researchers, the points of view of various stakeholders will be sought, and the decision-makers will ensure that they are fully informed about all important aspects prior to adopting any measures.
In reality, research is often sterile and little thought is given to its usefulness for administration or its relevance for educational practice. Such key figures as teachers, standing in the front line of education, may be totally ignored in the process of taking decisions that affect them directly. Bureaucracy may ensure that even the most radical and far-sighted policies lead to no veritable change.
The collection of national case studies presented in this book are an attempt to obtain a clearer picture of the relationship between research, information and policy making in education throughout the world.
