Regional Workshop on Management of Curriculum Change in Asia and the Pacific

Tokyo, Japan - 14 to 22 February 2005    This regional workshop aims to finalize the outcomes of the Curriculum Innovation in Basic Education project.  It is a joint initiative by the UNESCO Asia and Pacific Regional Bureau for Education in Bangkok and the International Bureau for Education (IBE) in Geneva, and with support of the Japanese Government. NIER - an APEID Associate Centre - has been associated with the project since its inception in 2000. The project represents an initial response at reinforcing the capacity of national curriculum developers to deal with challenges of managing curriculum reform. It is also meant to strengthen the capacity of senior curriculum experts to facilitate and lead national processes of renewal of school curriculum within the region. At an initial Workshop (Bangkok, 12-16 December 2000), members of the network developed a framework for the preparation of national situation analyses, which were presented and finalised at a follow-up Workshop in Lao PDR (Vientiane, 9-13 September 2002). These situational analyses allowed for the identification of issues related to curriculum policy-making, curriculum design, as well as monitoring and evaluation. These issues were further explored at the round table organised within the framework of the Asia Pacific Educational Innovation and Development (APEID) Conference (Shanghai, 4-7 November 2003). An agreement was reached on the timeliness of developing resource materials for strengthening capacity in curriculum development. A technical workshop was consequently held in Manila on 28 March-2 April 2004 with network members in order to define the structure and matrix of a resource pack to build national capacities in leading and facilitating change. An initial version of this resource pack for capacity building in curriculum development has now been drafted. Materials have been reviewed during the Pattaya Experts Review Meeting (13-17 December 2004), after which participating countries had organised try-outs among the partner institutions. In light of the above, the objectives of the Workshop are:

  1. To present results of national try-outs of the Resource Pack: Learning and Facilitating Curriculum Change and make recommendations for improvement;
  2. To finalise the Resource Pack based on the recommendations of these try-outs;
  3. To recommend national capacity-building activities utilising the resource pack; and
  4. To initiate projects ideas for expansion and further follow-up of the project.
