Capacity Building for HIV & AIDS Curriculum Development

Human and institutional resources are key to improving HIV & AIDS curriculum responses. Building and strengthening capacities at the country and regional level is often necessary in order to effectively integrate good practices of HIV & AIDS education in the curriculum.

Capacity building aims at supporting policy-makers, and curriculum and programme developers to decide what to include in the curriculum, as well as how, so that HIV & AIDS education will actually reach all school children in a timely manner and with relevant content and pedagogical approaches.

Capacity building activities also include teacher training and development of relevant didactic material, to support teachers in their daily work with children.

Capacity-building for curriculum development also aims at enhancing communication and strengthening partnerships. Partnerships between policy-makers, curriculum developers and teacher trainers are necessary to develop effective HIV & AIDS education programmes, and to effectively use and mobilize resources.

IBE develops its capacity-building programme for HIV & AIDS education in close connection with its other existing basic programmes, and with UNESCO HIV & AIDS strategy, in particular in the framework of EDUCAIDS: towards an AIDS-Free Generation. IBE works as well as in close collaboration with Ministries of Education, UNAIDS co-sponsors, UNESCO education sector, field offices and institutes. IBE also actively participates in multi-agency efforts lead by UNAIDS.

Concretely, IBE training seminars and workshops aim at building capacity by:

  • promoting the exchange of existing good practices at a regional and country levels
  • developing training modules for use adaptation by others
  • developing and applying tools to guide the development and implementation of good practices for HIV & AIDS curriculum and teaching and learning material development

IBE is developing capacity-building concepts and projects for HIV & AIDS curriculum development in other regions of the world. This takes place within the framework of broader UNESCO initiatives aimed at strengthening the education sector response to HIV & AIDS, in particular in several Asian and Arabic countries.

IBE contributes to initiatives to strengthen capacity for HIV & AIDS curriculum development in Portuguese speaking countries in Africa and works closely with UNESCO offices in Brasilia and Maputo.

IBE collaborates closely with UNESCO offices in the field, with the International Institute for Educational Planning (IIEP), with the Division of Higher Education and the Division for the promotion of Quality Education at UNESCO Headquarter.
