    Training Workshops

    The IBE works co-operatively with UNESCO member states for enhancing the professional capacity of curriculum specialists and decision makers to address constructively the current challenges and opportunities that impact on modern curriculum development understood in terms of both processes and products. ‘Training’ of education/curriculum specialists and decision makers always integrates an important dimension of international experience sharing and building on existing expertise in the countries/regions. It also tends to build upon the strengths of the respective education systems and to explore the possibilities of balancing innovation and tradition meaningfully. Capacity building activities are carried out with a view to reinforce the international dialogue in education and contribute to the worldwide dissemination of valuable education/curriculum policies and practices.

    Caribbean Symposium

    Caribbean Symposium on Inclusive Education
    (Kingston, Jamaica, 5-7 December 2007)

    The Caribbean Symposium on Inclusive Education will be held in Kingston. It is a preparatory activity of the 48th session of the International Conference on Education (ICE).

    Participants will develop, present and discuss country reports on inclusive education, as well as identify good practices, and shared visions and challenges. They will clarify, prioritize and provide inputs to the formation of a regional roadmap on Inclusive Education.

    Capacity Building in Inclusive Education in Montenegro
    (Tivat, 21-23 November 2007)

    A training workshop on Inclusive Education for professionals working in secondary schools will take place in Montenegro.

    In line with the education reform process in Montenegro and the principle of providing equal access to education for all citizens in Montenegro, this training workshop aims to enhance the capacity development of all pedagogues and psychologists working in secondary schools in Montenegro. The training will further raise awareness and the acquisition of the basic skills necessary for developing a broadened concept of inclusive education in terms of visions and practices. An international expert in special needs and Inclusive Education will facilitate the training.

    Education in Fragile States- Workshop,

    (Tunis, Tunisia; 14-15 November 2007)

    UNESCO and the African Development Bank organized a two-day intensive training on education in fragile states.

    A UNESCO team of trainers, prepared a Workbook on Education in Fragile States as a resource material to facilitate plenary discussions and hands-on group activities. The workshop proceedings and outcomes are extremely important to inform the Bank’s policy with regard to supporting education development in fragile African states.

    The Regional Workshop on Inclusive Education – East Asia will be held in Hanghzou, China, from the 3rd to the 5th of November 2007. This international workshop is the sixth regional preparatory activity for the 48th session of the International Conference on Education (November 2008, Geneva).

    Commonwealth of Independent Sates, third workshop on Curriculum Development
    (Minsk, Belarus, October 29-31, 2007)

    The Third Workshop of the CIS (Commonwealth of Independent Sates) Community of Practice in Curriculum Development entitled “Inclusive Education: The Way of the Future” will be held in Minsk. It is a preparatory activity of the 48th session of the International Conference on Education (ICE).

    The workshop will discuss a series of questions around inclusive education within a group of policy makers, educators and curriculum specialists from CIS countries as well as representatives from UNESCO Offices, Latvia and Finland. Participants will develop, present and discuss country reports on inclusive education, as well as identify good practices, and shared visions and challenges. They will clarify, prioritize and provide regional inputs to the formation of a regional roadmap on inclusive education.

    Curriculum orientations and competency-based approaches
    (Panama City, 25-26 October 2007)

    A national workshop entitled “Curriculum orientations and competency-based approaches” will take place in Panama.

    The main objective is to facilitate policy and technical dialogue on the challenges faced by Panama in designing a new competency-based curriculum for Secondary Education. Policy makers, educators, curriculum specialists, ministerial staff from the National Division of Curriculum and Educational Technologies, and representatives from the teachers’ union will attend the workshop.

    Design and Evaluation of Competencies in Secondary Education
    (Guatemala City, 22-24 October 2007)

    A national workshop on “Design and evaluation of competencies in Secondary Education” will take place in Guatemala.

    The main objective is to provide orientation for secondary school teachers designing competency-based learning situations as a tool for developing the new curriculum for grades 7 to 9. Teachers for various disciplines: Math, Communication and Language, Natural Sciences, Social Science and Citizenship Education, and Productivity and Development; will attend the workshop.

    The Technical Vice Minister of Education, Ms. Floridalma Meza Palma, is expected to inaugurate the event.

    Competency-Based Curriculum Design and Evaluation
    San Jose, Costa Rica, 17-19 October 2007.

    The 5th Meeting of the Central American Community of Practice in Curriculum Development – Regional Workshop entitled “competency-based curriculum design and evaluation” will take place in San Jose, Costa Rica.


    Its main objective is to contribute to the construction of capacities of educators and curriculum specialists from the Ministries of Belize, El Salvador, Honduras, Costa Rica, Guatemala, Nicaragua and Panama, as well as from universities and sectors of the civil society, on principles and orientations of curriculum design in Basic and Youth Education as well as competency-based curriculum design and evaluation (pedagogy of integration).

    Preparing the Second Edition of the Masters Programme on “Social Sciences and Humanitarian Affairs”

    International workshop organized by UNESCO CLT and the IBE (Geneva, 9-10 October 2007)

    The IBE hosted a two-day workshop dedicated to preparing a second edition of the Masters Programme on “Social Sciences and Humanitarian Affairs” which UNESCO Culture has been carrying out since 2005 with partner universities from Italy (University of Rome ‘La Sapienza’), Israel and Palestine.

    The first edition of the Master Programme was carried out in 2005/2006 with a view to foster peace building and academic cooperation amongst Israeli and Palestinian faculty and students.

    Workshop on “Basic Education in Africa” with a session on Inclusive Education
    (Kigali, Rwanda, 25-28 September 2007)

    This workshop addressed tendencies, advances and challenges in the expansion of Basic Education in Africa.

    A session on Inclusive Education is was included in the seminar as part of the regional preparatory activities of the 48th session of the International Conference on Education (ICE 2008). Policy makers, educators and curriculum specialists from 15 sub-Saharan countries discussed different aspects of Inclusive Education from an international and regional perspective and develop a regional roadmap for action in order to advance in prevision of the ICE 2008.

    International Workshop on Inclusive Education – Latin America, Andean and Southern Cone Region
    (Buenos Aires, Argentina, September 12-14, 2007).


    This international workshop is one of the regional preparatory activities for the 48th session of the International Conference on Education (ICE 2008). Vice Ministers, policy makers, educators and curriculum specialists, will discuss different aspects of Inclusive Education from a national and regional perspective and develop a regional roadmap for action.

    Workshop on Inclusive Education – Gulf Arab States
    (Dubai, UAE, 27-28 August 2007)

    This workshop will be hosted by the IBE regional Community of Practice focal point at the Gulf Arab States Educational Research Center (GASERC), Kuwait. It is one of the regional preparatory activities of the 48th session of the International Conference on Education (ICE 2008). Policy makers, educators and curriculum specialists from Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, Yemen, United Arab Emirates and Finland will discuss different aspects of Inclusive Education from a national and regional perspective and develop a regional roadmap for action.

    Costa Rica Workshop

    Within the cooperation agreement signed in November 2006 between the Education and Cultural Council of Central America (CECC) and the International Bureau of Education (IBE/UNESCO), the 4th Meeting of the Central American Community of Practice in Curriculum Development – Regional Workshop entitled “competency-based curriculum design” took place. Its main objective was to contribute to the construction of capacities of educators and curriculum specialists from the Ministries of Belize, El Salvador, Honduras, Costa Rica, Guatemala, Nicaragua and Panama, as well as from universities and sectors of the civil society, on competency-based curriculum design (pedagogy of integration).

    Revising the Curriculum for Grades 7 to 9 in Guatemala

    In coordination with the UNESCO Office in Guatemala, the IBE has been collaborating since 2005 with the Ministry of Education of Guatemala on supporting the process of curricular reform. Two workshops will be held in Guatemala City (March 5-9 2007) concerning:

    • The Revision of the curriculum for grades 7 to 9 (Basic Cycle of Secondary Education) with curriculum specialists from different disciplines and areas of knowledge

    • Training of teachers, who are part of a pilot experience of applying the Pedagogy of Integration (competency-based approach) to a sample of primary schools.
    Curriculum Building Activity

    How far can Afghanistan, as a conflict-affected country, go in modernizing its curriculum?

    UNESCO International Bureau of Education. Afghanistan Secondary Curriculum Development Project: Syllabuses for Lower and Upper Secondary Education 18 November – 15 December 2006, Amman (Jordan)

    Some 40 education specialists from Afghanistan gathered in Amman for almost one month to develop new syllabuses for lower and upper secondary education (grades 7 to 12). This important activity builds upon the results of the workshop held in Kabul (August-September 2006) during which a new Secondary Curriculum Framework was issued.

    Education in Cameroon

    Sub regional workshop to accelerate the education sector’s response to the HIV and AIDS pandemic in Central Africa countries.

    The purpose of the workshop is to assemble the actors involved in the development of the education sector’s responses to HIV and AIDS pandemic at the local, national and regional levels. Approximately thirty high level representatives from Ministries of education, HIV and AIDS national councils and development agencies will be invited to take part in this meeting (October 2006).

    Kabul Workshop

    What should Afghanistan secondary students learn? What curriculum provisions are needed?

    A two-week workshop in Kabul offered the participants various plenary and group (hands-on) activities where they could delve into essential issues such as: developing a consensual vision for secondary education, initiating the technical process of curriculum making and writing, and preparing implementation. (August-September 2006).

    Seminar-Workshop on the Management of Curriculum Change

    UNESCO's International Bureau of Education (IBE) and the UNESCO Asia-Pacific Regional Bureau for Education in Bangkok pioneered the development of a framework and guide for managing curriculum changes in enhancing educational quality and relevance. (Quezon City, Philippines, June 2006).

    A UNESCO workshop which identified the organization's level of capacity of intervention in the Sudanese post-conflict resolution and educational restructuring process (Sudan, Khartoum, March 2006).

    Bamako Workshop and IBE Mission to Mali, Burkina Faso and Niger coorganized by UNESCO - Bamako and visit to 5 countries

    The National Seminar and Training aimed to finalize a tool to analyze the relevance of the official curriculum and the fight against poverty. The stress is also laid on the efforts to create the dialogue with the national partners and the ministries in order to create strategies of reform. (March 2006).
