UNESCO IBE Documentation Center is dedicated to using its invaluable materials to build bridges between scholars, educators, and the public and to create opportunities for interdisciplinary research, scholarly exploration, creativity, and intellectual exchange. Building on the collections’ strengths, the UNESCO-IBE Documentation Center Fellowship Program aims to educate, empower, fill gaps, establish new areas of research and excellence, and celebrate diverse voices and perspectives.


René Bidias (Cameroun)  

René BIDIAS holds a PhD in the History of International Relations from the University of Yaoundé I. After ten years of teaching in several high schools and colleges in Cameroon, he is currently a lecturer at the Cameroon International Relations Institute (IRIC) of the University of Yaoundé II. Currently, he is a visiting researcher (postdoctoral fellow, 2022-2023) at the University of Geneva, working with the Social History of Education research team (ERHISE).

Émeline Brylinski (France)  

Émeline Brylinski holds a doctorate in educational science from the University of Geneva (FPSE, ERHISE research laboratory). Her thesis focused on the construction of intergovernmental cooperation at the International Bureau of Education, with support from the Swiss National Science Foundation. Taking a transnational approach, her research focuses on modes of collaboration and governance in education, the production and circulation of knowledge, and the processes involved in drawing up international recommendations (among other tools) and educational policies. 

José Cossa (Mozambique)  

José Cossa is a Mozambican-American scholar and an Associate Professor in the College of Education at Penn State. He holds a PhD in Cultural and Educational Policy Studies with an in-depth area in Comparative and International Education from Loyola University Chicago. He is the author of the book Power, Politics, and Higher Education: International Regimes, Local Governments, and Educational Autonomy, and the recipient of the 2012 Joyce Cain Award for Distinguished Research on People of African Descent. 

Monica Mincu (Italy)  

Monica Mincu is an associate professor at the University of Torino, Italy, and a lecturer at the Institute of Education, UCL - Centre for Educational Leadership. She has been a consultant with various UNESCO agencies (Headquarters, IIEP Dakar, IBE). She engages with education politics and governance from a social change and reform perspective and teacher education in Europe. 

Noah W. Sobe (USA)  

Noah W. Sobe is a professor at Loyola University Chicago. From 2019-2022 he worked as Senior Project Officer at UNESCO on the Future of Learning and Innovation team. He helped lead the research and drafting of the UNESCO flagship report Reimagining our futures together: A new social contract for education. He is a past president of CIES and co-editor of the journal European Education
